The Petroleum Infrastructure Programme (PIP) was set up by the Petroleum Affairs Division (PAD) in 1997 to promote hydrocarbon exploration and development activities offshore Ireland by funding relevant research.

In September 2019 it was announced that new exploration licences for oil would no longer be granted. In 2020 the Programme for Government commited to extend this ban to natural gas licences. In March 2021, given that the aims of PIP no longer aligned with Government policy, the Department of the Environment, Climate and Communications terminated the activities of PIP.
